The early 404's had a dead pto. I don't know the serial number break where it became live, but I would guess that yours is NOT live. Forget what the people told you and push in the clutch and see if it stops or keeps running. Some of them turn slightly when disengaged, which is probably what they are talking about. It may have a 2-stage clutch, I don't know. My understanding is the 404 was the 1st or one of the 1st IH tractors with 3 point hitch, no fast hitch. I last saw one in 1967, so my memory is a little foggy.
