To add to what Wayne has said so well. When my H experienced similiar symtoms after a long overhaul, I found the problem at the forward end of the horizontal shaft that connects the carb to the governor. The linkage between the horizontal shaft and the vertical shaft needed to be shortened by two turns - now runs great. Sorry about the non technical terminology. My nickel Dick Davis
