H governer/throttle problems

I have recently got my 44 H running after a long restoration process. The engine is completely rebuilt. Right now I cant get more than 1400 rpm [using a tach.] I originally was getting 1300, then I backed out the high idle adjustment in the governer all the way. I have adjusted the timing according to the manual. The engine sounds good, its not starving for fuel and the governer does respond under load. I am stumped. Please help. Thanks
