You need the thick plate with the countersunk holes on there, it's the striker plate for the brake cam. Have you polished the plates and the end of the brake shoe with emery paper or a wire brush? How rough is the inside of the drum?
If the brake drum is smooth and you can get it on I wouldn't worry much. Go slow when you first run the tractor and ride the brakes a little bit to get them to seat themselves.
