brake settings on F-30

Can anyone tell me how tight the brake drum should be against the brake pads on a 30? Ive got it now with just the big, beveled for the screws shims on. I can put the drum on, but I cant turn it by hand. The thinner shims benieth the thick shims arent beveled for the screws to hold them and the heads stick out. I imagine I could get a bit better fir by using these thinner shims, but I wanted to ask you about if there would be a problem with the screw heads sticking out from the screws against the brake shaft.
