As you have discovered, there are separate hydraulic and power steering pumps. Installing the larger 17 GPM hydraulic pump will have no affect on the power steering. Beyond that, I can't help you other than checking the troubleshooting section in the I&T manual for the 460/560. On second thought, I remember one thing. When I replaced the hydraulic pump recently in our 460, inspection of the power steering pump revealed that it has an integral pressure relief mechanism. It is a simple ball/spring arrangement held in place by a slotted, wide diameter screw. This may be worth exploring, but if the symptoms have not changed after installing a new pump, then I suspect the problems is elsewhere. I would assume that a bench tested pump would have the pressure relief mechanism installed and adjusted accordingly.
