Yes, valve are frequently stuck in the open position. I would pull the head, leave the valve springs on, soak the valve stems in solvent for several days, then rap lightly on the stuck valves with something soft (wood). Continue until all valves are free. You can do this without removing the head, just remove the rocker arms and soak with solvent - rap. Pulling the head will let you look at the cylinder walls, valves, etc. - I'd pull the head.
