F-20 no compression

I am bringing home my F-20 and its main problem that need to be worked on is no compression. I have been told the valves are stuck open. Is this possible. As far as I know it hasn't run in 20yrs at least but the motor turns over fine. ANd the gear shift is stuck in neutral. Thats better that in gear!! Thanks Shaggy
