i would guess the voltage regulator has a bad ground. clean the paint or rust at the mounting screws. to test the generator, remove the "A" and "F" wires. ground the F to the frame. start tractor and measure the voltage across the "A" and "F". you should have about 20 volts without the regulator. if this works, the reg is bad or no ground.
