Farmall H again again(long post, im desperate)

Hi guys. This tractor is driving me nuts. Well I decided it must be a carb problem. If you havent read any of my previous posts here it goes. I overhauled my 1946 H this winter. New rings, rod bearings and had carb rebuilt. I had the distributer off to paint and I thought it was off time so I got that in time very close to what it should be and tryed starting it and it popped right off. I drove it around for 30 min. and got carb set to where it would idle down and you could open it up and it would run good. TRhen I shut it off and went to restart it and it wont start. It wouldnt even pop, with or without choke. So I screwed the bottom (idle?) needle in a little from where I had it set. Now it popped a little and acted like it wanted to start but wouldnt take off, and I needed to choke it for it to pop. Also after I crank the tractor over it dripos from the bottom screw, why is this? It never did this before. What could be wrong in carb? Please help, need to have running by the 15th for my 4H project judging. Thanks Matt
