It could possibly be a carburetor problem. It could be flooding while it is not running because the needle and seat are leaking slightly. If you are not shutting off the fuel when you stop the engine, try doing so just before you shut it off. The other cause could be the carburetor drying out between runs. Giving it a little more time to fill after you open the fuel valve should help this.
