Jamie, Most likely, at one time someone had a tank heater installed which would circulate the water from the waterpump through the block by way of the block drain hole. Normally, there is just a winged or straight plug installed in the drain hole in the block. If the heater died, they may just have left a hose there connected at both ends rather than using plugs.
