Lot of difference in the fit of different brands of brake bands -- a couple of mine have been the opposite, too tight. Don't know if this will help or not (you probably have already done it): before making the actual adjustment, you are supposed to tighten the screw in the bottom of the brake cover as far as it will go, the back off 1/4 turn and lock it. As far as an IH factory defect, I doubt it.
