Brake band hell on a '47 H

I've a problem with not being able to adjust my left side (clutch pedal side) brake into the 1.5" of free play. I can get it to produce some drag just at the end of the adjustment but that's about it. I thought it was wear and ordered a new band - Agricultural and Industrial Products - PN: A-58344DCX - BRAKE BAND ASSY - Replacement Part for INTL HARVESTOR - but that came to about the same point on the adjustment. I took my brakes apart again and measured everything. The drums are the same circumference so it's not one having been turned and the other not. I took the band off my right side (brake pedal side) and put it on the left side and the adjustment came up just as short. I checked the orientation of the bands and the cam assemblies that attach to the levers - all were oriented correctly. After seeing other posts with exactly the same problem, I'm beginning to wonder if this may have been a condition of some of the production? Has anyone found an easy work-around to solve this? I'm considering finding a relining place to put an extra-thick lining on my band or cutting one of the ends off a band and riveting it up a little shorter. Is there anything I'm overlooking? TIA
