Heisler Brake on an M?

I found a Farmall M that had an odd looking brake on the left side of the tractor(if sitting in seat) It was a larger brake cover that had "Heisler Machine Works" on it. Can someone tell me what this is? Is it a different type of brake, or diff. lock? Any help would be appreciated. PHDM
