I'm using the original toothed throttle control and they are worn so I may replace it. The governor spring does seem to be too stiff because it wants to pull it back down to idle. Do the gov springs come in different spring rates or do you think it was just replaced with any spring that would fit? The wide open throttle bolt was backed out too far so that wasn't the problem. At full throttle at the lever, you can still push the lever down manually at the gov and still not go above about 1,500 rpms. At idle, all I can get is 1,400 rpms with the throttle lever because the tension on the gov spring is too high.
