Ethanol in gasoline is to be at 10% or less. Mistakes happen and you could be getting a higher dosage. That will cause problems. Ethanol like all alcohols has a saturation point and will only carry so much water. It is common sense, there are only so many available OH molecules in the 10% ethanol. If the water level goes beyond the carrying capacity, you will have plug problems and more.
