You only adjust it upside down, without the gasket as I recall. The important thing, as the float can be way off and not appreciably affect performance, is to always make sure the float is straight in the center of it's bowl. A float dragging the side of the bowl is a real aggravation which can be hard to diagnose. The floats are deep enough that they may be a little twisted and drag on a protruding gasket. That's the hardest part of making your own carburetor gaskets: missing the float.
