504 Grinds when shifting

I recently bought an IH 504 in fair condition. When shifting with the engine at idle, the gears do not grind (or if they do not very much). However, if I attempt to shift when the engine speed is faster than idle, the gears grind significantly. Is that an indication that the tractor needs a new clutch? Thanks.
