Having just built one I can say this. Go to the scrap yard for the metal, it's cheap there. Shop around for the axiles, you will need brakes. Also shop for the electrical lights and wire, walmart is a rip off. I found the best prices for everything buy shopping around. Unless you are a good welder, more is better. Keep the weight in mind, in Canada, if the Trailer, Load, and tow veicle exceed 10,000lbs. you need to have both certified yearly.
