You have an old tractor, bearing could be bad housing could be bad shaft could be bad, but it is all in the out side bearing or where the bearing fits on shaft or in the housing. Digging the seal out is how some housing end up bad, but it can be done. You can't remove the pinion housing without moving the bull gear, but that can be done through the PTO hole, remove the axel cap bush the axel out and pull the bull gear back and to the other side as best as you can. Go slow with the pinion housing to see that it does not catch the bull gear.
