Value of 656 Hydro

Local used implement dealer has 656 Hydro for sale. He wants 1900 for it. It has light fire damage(guages are gone, I assume wiring is shot, sheetmetal above dash is gone. He guarantees hydro works, motor is loose or money back. Its 2 pt hitch, tires are fair. Seat is shot, but sheet metal is pretty straight.
How does that price seem? what would it be worth fixed up?
