Carb ? Am I missing the obvious still yet?

Hello- I have an issue continueing similar to the "Too much fuel pressure" posting. I have been using the good advice you have been given me, but need more.
The set for the float, the tab is at 90 degrees and is set to stop the float from going down at a certain point by touching up against the seat tube wall.
Am I missing the fact that this tab may be the very tab to push the needle valve closed, or am I correct but just not out of the woods yet?
I have a brand new float ready to go in as I think my tinkering has bent the old one in a way that it is catching the side wall.
Please lemme know if the tab is correct, or if I need to bend it over to push on the needle. I have been letting the base of the float do this job.
