Oil Leak On Top Of Filter Canister (M)

I have two Farmall M tractors that leak oil from the top of the oil filter canister at the copper washer. I have put new copper washers on and even doubled the washers. I cannot stop the slow drip from the top. I do not want to keep tightening or I may have a major mess. Do any of you have any ideas or solutions on stopping the leaks?
