You may only be doing slightly above 540 RPM, but I'd bet your governor is barely open at that speed with no load. What is important is how well the governor holds that load, right to the point where it has the throttle body set wide open.

If you are reading 50 PTO HP from a SM, the odds are that something is working correctly.
