carburator adjustment

I have a IH carb that is found on most H's. After cleaning it throughly, I put a new needle and seat in it, adjusted the float. Tractor starts and runs fine but smokes slighly black from the exhaust. I have closed the fuel adjustment screw almost entirely, and nothing
changes. What do I do next? I have never worked on one of these carbs, so I am perfectly capable of doing something stupid! It does seem to run fine at full throttle.
