Pull your shifter out of the top of your tranny. From the age of the tractor and the loose steering I bet it has a few hours on it and the end of the shifter lever where it contacts the shift dogs are probably almost worn away. You will probably have to get it built up with weld and try to grind it into somewhat resembling what it should be.
