Sounds as if it could be several things. First what do you mean by a fresh battery? A new one or freshly charged. If it`s not new I wouldn`t trust it. If you have a magneto the old ones had weak coils. Worked great cold but hot didn`t start so good, however I would think most would be replaced by now with new coils. You can check the generator by putting a wire from the "F" terminal to a ground, generator case is fine. This bypases the regulator and you should see 10 or more on the ampmeter. Good luck.
