Super C Governor Control

We will talk as the tractor engineers did. The governor control lever(which most would call the throttle) on my SC will travel half way up the toothed sector before surging to about half speed out of low idle. What adjustments, if any, can be made to either the governor control rod, spring, or governor which would give me a smoother acceleration? The throttle control rod from the governor to the carb is not sticking. By the way, the engine purrs like a kitten, thanks to all the help from this board.
