Sounds to me like the points are getting set when they are closed or partially closed. Points are suppose to be set when fully open. Make sure the points are sitting on top of one of the shaft lobes when setting them. If not on top of a lobe, the setting will be in-accurate right from the start. That might not be it, but maybe something you are overlooking.
