The front driveshaft turning tells you nothing about the problem. It turns whether the clutch is engaged or disengaged because it is directly connected to the front diff pinion shaft. When MFD is turned off, the front wheels drive the shaft. The MFD clutch on every tractor I know of is between the rear of the front driveshaft and the rear axle pinion shaft; a split is likely to service it. Most of these clutches are hydraulic pressure off and spring pressure on. That is why they default to engaged when the tractor is shut off.
