Actually, Your PTO engine RPM is 1450, not 1595. And the PTO rpm is something like 537 RPM at that 1450, so the ratio is 2.7 to 1. The PTO is a direct drive from the engine so the pto speed will directly change as engine rpm changes, always at the 2.7 to 1 ratio. St Your 1595 maximum no load engine speed Your pto turns 590 rpm. It's all explained in Your Operator's manual.
