engine, pto, rpm

Can anyone shed a little light on how engine r.p.m.s correlate to p.t.o. r.p.m.s? In other words, if my M has 540 rpm at the pto, and the engine is running at the rated 1595 rpm, how will the rpms of the pto respond when I increase the speed of the engine by tinkering with the governor? I am using a hand held tach on the power take off shaft, and want to increase the speed of the engine, but I don't want to go too far.
