sheet metal question, exhaust pipe hole

the exhaust pipe hole on my H is not completely round. description: there is a cut in the shape of a half cirlce about 2" out from the hole. there are also two small cuts in it about 1/4" L x 1/8" W. THEORY: the old muffler was sitting on the top of the sheetmetal and rubbed a hole in it. QUESTION: should the exhaust hole in the sheetmetall be perfectly round?, or are there supposed to be two notches in it? should i just weld it up? thanks for looking, and i apologize for these elementary questions.
