Farmall A PTO

I purchased an A last Nov. that had set out
side for 20 yrs I was told. I have it running
now, But, I can't engage the pto. The lever
will move slightly, but not enough to engage.
I think the gear on the shaft inside the trans
is probrobly set up on the shaft. Question,
do I pull of the shifting lever cover or the
belt pulley to get at it and give it a tunk?
