Farmall M overheating.

I have a problem with my '49 M that keeps overheating. If I go down the road in road gear, full throttle, it stays fairly cool. I was out yesterdays doing light, light work, and it got pretty hot. The motor in it has been bored out to a 4 1/8 piston, with a 450 head, and shorter valves. When I put my hand on the grill, there seems to be no air movement, but the fan blows enough air back when you stand back by the carb. I was thinking on putting a 6 bladed fan on it to keep it cool. When shut down, it cools down rather quickly. The radiator is full, but I am running just plain water in case I have to flush it out. Any suggestions? Any help is appreciated! Thanks!
