The bolts are 5/16" dia x 5/8" inch long. Remove the other bolts and the water jacket. If the bolt is broken off, you can very carefully drill it out with progressively larger drill bits, and chip it out once you get close to the threads. Hard to get the bit centered so be careful. If indeed the bolt is missing and the threads are shot, you should be able to use a 3/8" or at most a 7/16" tap (if there is room) after the proper size bit. The tap will be marked as to the proper size drill bit. Don't think this is a major repair, just takes a little time. May be a good time to flush out the cooling system. the water jacket will be corroded and full of holes (read rotten). Case-IH still has them.
