Your description sounds like the fuel filters need changing. The gage on my MD is an IH gage and it does not indicate pressure, it just has a red portion on the gage and then a white run range where the pressure is supposed to be during operation. I can't find any pressure info in my manuals, except that the injection nozzles open at 700 psi. I don't know if that is the pressure the gage on the pump reads or not. After a little more thought, could be a problem with the governor, which is internal to the injection pump. There is a separate service manual for the injection pump, which would have all the technical information.
