F-12 Starting problems

I wonder if anyone can help me with my F-12 problem. It has always been difficult to start. Usually this difficulty is accompanied before long with raw gas being dumped down the 3 and 4 cylinders. The obvious answer would seem to be flooding. But WHY is is flooding? The float seems set correctly. As are the valves. Is it a spark plug problem? (I use Champion W20s) Is my magneto too weak? Is it time for a carbeurator rebuild? Is there something basic I've missed? I am at my wits end and it is essentially ruining any enjoyment I get out of the old girl. For whatever it's worth it also becomes even harder to start once it has sat for about half and hour or so after running it. I would be very much appreciative of any any help.
