Uuhh, no, the screws have nothing to do with the float. Starting position for the main jet screw is about 3 turns off the seat. Then with the engine warm, turn it in until it begins to run rough, then out until it runs smooth. The manual says set the idle speed to 425 rpm (just set it so that it doesn't die), then adjust the idle mixture the same way you did the main jet. Only difference is that turning the main jet screw in leans the mixture, turning the idle screw in richens the mixture. You may need a carb kit, it comes with instructions.
