574 IH TRACTOR

I have a 574 and the lifting arms, remote hyd, and steering are not working properly. If you rev the engine to high speed the lift will raise and the steering works. But the remote just barly functions. The pto works fine. I have changed the hyd filter and the fuild level is normal. At no time has the oil level dropped or ran out. What could be the problem? Also where is the best place to find a good repair manual for this rig? What am i over looking?
