I have milled a straight keyway in the spindle shaft right thru the woodruff keyway. This allows the use of the ends of the slot in the steering arm. I use a square key the full length of the steering arm. Make sure you can tighten up the steering arm so that it is tight to the spindle. May need to widen the slot that get pinched together and I recommend a good quality fine threaded bolt.
