Roosa-Masters are "turned up" by removing the thin 1/2" x 1" plate that is held on with two machine screws. Rotate the engine by hand until you see an allen head set screw on the rotor behind the plate. Turn it clockwise 60-90 degrees at a time and test run it. High idle on Roosa Masters is usually set with a screw that limits the bell crank rotation. That adjustment was probably done on your tractor. See if there is a seal on that screw and whether someone broke it or removed it.
