The TA clutch is not releasing as it was designed to do. Check linkage adjustments. Set clutch pedal free play to a minimum before setting other adjustments. If the clutch release shafts are not worn too badly this should solve the problem. If you still can't get it to release, modify the clutch pedal and/or linkage to get more travel from the clutch. I've moved the hole in the clutch pedal to a higher point which worked good. I've also seen people grind the deck plate out to allow the pedal to come toward the operator farther. I didn't care for this option because the pedal was not comfortable to push.
