Cub brakes and guages

Why would a 48 Cub be equipped with 2 possible different kinds of brakes, and what guages go in the dash. I have a oilguag on the ol filter casing, and a amp guage in the dash, with a hole empty. I thought it took a heat guage but wengers said no, so what went there?
