From the I&T and the IH shop manuals, spec for H's and M's is 75 psi at running speed. I guarantee it.

75 is nothing, my car runs 110 psi when cold. My H with fresh rebuild sits at 70 psi when hot.

I agree that 15 is low, but the engine will hold up OK with 15 psi at idle. I would want at least 25 psi at full throttle for peace of mind.
