That butterfly as you call it is the dump valve to dump the TA pressure when you shaft gears so no you cannot hold it forward the tractor would be in TA with out lock up clutch. the noise could be the nut on the bottom shaft in the TA housing that shaft has a nut at the back of the TA housing that can come loose sometimes. If you drain the oil and remove the plate on bottom of the TA housing that the transmision brake is in you can check if the spacers on the bottom shaft are loose if so you will need to split the tractor to fix it. just one idea
