The lever by the clutch is for your radiator shutter control. If it isn't hooled up, check to see if the shutter is missing or not. If it is in place and closed, you will overheat the cooling system. Helps with fast warmup and keeping the engine at a good operating temp even when running slow & easy. Keep your eye on the temp gauge; just like all of the rest of us do, right???
If you are going to keep this machine, get a parts manual and owners manual from IHC or book merchants listed in the YT site.
