In addition to the other comments, sometimes when you reinstall the bowl, you get (for lack of a better term) an air block, and the fuel just drips in. If you loosen the glass bowl and fuel flows in rapidly, you have found your problem. tighten if back up and it should run -- unless you indeed do have a cruddy tank.
