Before you take disasseble the carb too far, I'd suggest that you drop the bottom bowl section, which will allow you to access the metering section, which projects downward in the center of the carb. You may not be able to loosen the metering tube, but you should be able to stick a small wire up into the small hole and maybe some carb cleaner. At least enough to tell whether or not the pathway is open. A little air pressure or suction might help. If the carb was left with fuel in it, some varnishing may have occured with the dead gas. Also, there is a choke valve, which may have not been connected. It is typically to the rear back of the carb (at least on my TD-18). You might want to use it if you haven't. On my TD-18, I also found that removing the air cleaner and using my hand as a manual choke worked. I fought my TD-18's carb for a long time before giving up on it and puchasing a NOS carb for $235 (10 years ago). Also replaced replaced my magneto ignition with a coil ignition. Starts like a dream now.
